## Why does water end up in an elevator pit?

Elevator pit flooding in a Miami high-rise happens for one plain reason: the pit is the lowest point in a vertical shaft that runs the full height of the building, and water follows gravity to it. A riser break on the twenty-second floor, a discharged sprinkler head, or a garage that takes on water at the ramp all end at the same place.

The hoistway behaves like an open chase. Water that reaches a corridor spreads to the elevator landing, runs under the door sill and drops down the face of the shaft wall into the pit, wetting door operators, sill tracks and the traveling cable on the way. A leak eight floors up can leave the pit wet without a drop appearing in any unit.

Towers here add a second path that inland buildings do not have. Parking is below grade, the pit floor sits lower still, and the surrounding soil is porous limestone with a high water table. When the garage floods, the slab drains toward the trench drain near the elevator lobby, and the pit is downhill from that drain.

## Why can't the building just pump it out and restart the elevator?

Because the pit is not an empty concrete box. It holds the car and counterweight buffers, the governor tension assembly, the pit switch, the lower limit and safety switches, plus the bottom end of the traveling cable that carries power and signal to the car. Several of those are safety devices wired into a circuit that must prove itself intact before the car will run.

Water in a safety circuit does not always announce itself. A wetted switch can dry out, close and read as healthy while corrosion works on the contact for months. ## Who has to be called, and in what order?

Order matters here because two of the early moves are irreversible. Running the car through standing water drives the problem deeper, and throwing out wet material before it is photographed removes the evidence a claim runs on.

- 1. Call the building's elevator maintenance contractor and report water in the pit. Ask that the car be parked at a landing above the affected level and locked out of service until they arrive.
- 2. Stop the source. The building engineer isolates the riser, closes the branch valve, or has the sprinkler zone shut down if a head discharged.
- 3. Keep people out of the pit. Many pits are treated as confined spaces, they hold live electrical equipment, and entry belongs to the elevator technician rather than to maintenance staff with a shop vacuum.
- 4. Notify the property manager and the board in writing, with the time the water was found and the time each call was placed. That log becomes the spine of the claim file.

- 8. Make a plan in the first hour for residents who cannot use the stairs. Get the list of who they are before you need it.
- 9. Post the outage in writing at every landing, with an update schedule rather than a promised restart date.
- 10. Leave the return-to-service decision to the elevator contractor and, where the work requires it, to the state.

## What does return to service involve in Florida?

Elevator safety in Florida is governed at state level, and the state can also contract permitting and inspection out to a county or a municipality, so the paperwork path is not identical in every jurisdiction. A licensed elevator contractor performs the work, and the authority having jurisdiction over elevator safety in your county governs when a car is cleared to carry passengers again. Ask your contractor which of the two tracks below the repair falls on.

The light track is cleaning, drying and testing. The pit is pumped and dried, components are inspected, insulation resistance on the traveling cable and motor windings is measured, safety devices are exercised, then the car is run empty and loaded before anyone rides it.

The heavier track starts when equipment has to be replaced. A submerged controller, a drowned door operator or a damaged safety device means parts, and parts mean lead time. ## Who pays: the association, the unit owner, or the carrier?

There is no general rule to quote here. The answer lives in the declaration, in the association's governing documents and in the policies actually in force on the day of the loss. Two identical towers on the same street can allocate the same loss differently.

Start with the elevator itself. In nearly every condominium the elevator, the hoistway and the pit are common elements, which points maintenance and repair at the association. That does not settle who bears the cost, because a loss that originated inside a unit can be allocated differently under the declaration and under state condominium law.

## How does an out-of-service elevator become a habitability problem?

In a single-family house an elevator is a convenience. In a twenty-story tower it is the accessible route, the trash route, the grocery route, the delivery route and the way a stretcher reaches the unit. Remove it and a share of the residents cannot reasonably leave home.

Count the cars before you estimate the pain. A building with four cars absorbs the loss of one with longer waits. A two-car building sees queues at every shift change and a service car pressed into passenger duty. A single-car building has an immediate problem.

Identify first the residents who use a wheelchair or a walker, who carry oxygen or who are recovering from surgery. Have the front desk work that list by phone rather than wait for complaints.

There is a restoration consequence too. Dehumidifiers, air movers and the crew that runs them all move through the service elevator. Lose that car and the rest of the recovery slows down, because equipment now goes up the stairs. Tell the restoration contractor which cars are available before they load in.

## What can be dried while the elevator contractor is still en route?

Almost everything outside the shaft, and it should start immediately. ## How do king tides and garage flooding reach the pit?

King tide is a popular, non-scientific term for an exceptionally high tide, and NOAA tracks the high tide flooding that comes with one. On those days the ocean sits high enough that the storm drain network has nowhere to discharge. Water then comes up through the drains rather than down them, on a clear afternoon with no rain falling.

The ground helps it along. South Florida sits on porous limestone with a shallow water table, so pressure from a high tide pushes groundwater up through the rock rather than being held back by it. A below-grade parking level is a box sunk into that water table, and the joints, cracks and ramp are where it finds a way in.

Once water is on the garage slab the path to the pit is short and repeats every time. The slab is poured to drain, the low point is a trench drain, and the elevator lobby usually sits near it. The pit floor is below the garage slab, so anything the trench drain cannot take goes downhill to the only lower opening available.

Storm season stacks a second mechanism on the first. Wind-driven rain enters the ramp, surge raises the tailwater the garage pumps discharge into, and a power loss stops those pumps entirely. ## What should a board have in place before it happens again?
